CHHATTISGARH

Policy Initiatives:
Vide Govt. Notification No.F-10-5/2005/1/5 dtd. 25.1.2005, a specific authority named Chhattisgarh Biofuel Development Authority(CBDA)gas been set up on 26.01.2005 for development of biofuel in the state.
Vide Govt. Notification No. F-4-59/Seven/2005 dtd. 03.09.2005, Govt. fallow land is being offered on lease to the private entrepreneur to undertake Jatropha plantation as per following rent;-
First Year Rs 100/ - per Ha
Second year Rs 225/ -per Ha
Sixth and seventh year Rs 500/- per Ha
Eighth year onwards Rs 1000/- per Ha
and also to put up biodiesel plant of appropriate capacity.

State Govt. has announced support price for Jatropha / Karanja seeds and their oil. The support prices for Jatropha and Karanja seed and their oils are declared as Rs 4.50/- per kg and Rs 18/- per liter respectively
Chhattisgarh Biofuel Development Authority (CBDA):
Chhattisgarh govt. has established a specific authority "Chhattisgarh Biofuel Development Authority (CBDA)" for promotion of Biofuel in Chhattisgarh.
The major aims and objectives of the authority (CBDA) are:-
Promote Research and Development facility for undertaking need based research, developing appropriate technology and extension packages to attain the targeted out put.
Increasing rural income and women empowerment.
Generating rural employment.
Promoting Renewable energy through harnessing the Bio-fuel energy.
Growing TBOs and extracting Biofuel through identification of areas conducive for TBOs
Reducing the import bill of oil for the country/ State.
Promoting availability of organic manure.
Reduction of toxic emission during combustion of Bio-fuel, which is practically free of sulphurous compound.
Reduction of green house gas emissions through substitution of fossil fuel with plant oil based fuels.
Self reliance and fuel security.
Earning carbon credits.
Function
To approve the policies and programs related to biofuel
To assess, identify and allocate resources under various existing programmes related to the CBDA and if necessary to mobilize additional resources for implementing the CBDA programs.
To review/ monitor progress of implementation of approved CBDA programmes.
Initiatives taken by CBDA for promotion of Biofuels
5 crore saplings have been distributed to farmers, private agencies and various department for planting on their fallow land.
95 farmers training programs have been organized at various places for training them in Jatropha cultivation. About 10,000 have been trained.
156 programs in 6 districts have so far been organized through Lok Kala Jatha (Local Artist Troups) for sensitizing farmers in local Chattisgarhi language regarding various economic and social benefits of Jatropha.
CBDA has setup 1 KL per day biodiesel manufacturing plant at Raipur and the same has started production also after due trials. Currently Biodiesel so produced is being used in the CM's official vehicle, department buses and in public transport.
So far 2000 liters of biodiesel has been used in the departmental, vehicles including CM's official vehicle as 20% lend with petrodiesel
 
Other Initiatives
6 lakh saplings of Jatropha have been planted with the involvement of State's Forest, Agriculture, Panchayat and Rural Development Departments
As per the Deputy Chairman, State Planning Board, the state has the target to cover 1 million ha of land under Jatropha plantation
Ten reputed bio-diesel companies, including the UK-based D1 Oils, have offered to set up Jatropha oil-extraction units or to buy the produce from farmers in Chhattisgarh.
Companies like Indian Oil, Indian Railways and Hindustan Petroleum have each deposited Rs 10 lakh as security for future MoUs with the state government.
